Certified operators and workshops carry the USIFDA Mark and are authorized to provide misfuel remediation services. Filler Neck Extraction is NOT a Certified Process
USIFDA does not certify operators who use filler neck extraction as their primary methodology. This method:
- Is not prescribed by any vehicle manufacturer
- Bypasses anti-siphon valves and rollover safety devices
- Risks damage to filler neck components
- Often results in incomplete fuel removal
- Cannot achieve USIFDA certification

Two-Tier Certification Structure
USIFDA operates a two-tier certification structure with three certification types designed to ensure quality service delivery and efficient job allocation:
- Compliant Operators ($15,000 + GST): Management layer that receives customer inquiries and allocates jobs to certified workshops and mobile operators. Requires business management systems and network coordination capability.
- Certified Workshops ($1,500 + GST): Service delivery facilities that perform remediation work at fixed facilities. Must operate under a Compliant Operator license and have certified fixed facilities, proper licensing, insurance, equipment, and trained staff.
- Mobile Operators ($4,000 + GST initial, $2,500 + GST annual per vehicle): Mobile service delivery that performs on-site extraction. Must operate under a Compliant Operator license. Each mobile vehicle must be individually assessed and certified, and mobile operators require annual recertification to maintain compliance.
⚠️ Important: Both Certified Workshops and Mobile Operators must operate under a Compliant Operator license - they cannot operate independently. See certification fees for complete details.
Certification Requirements
Fixed Facility Requirement (Certified Workshops)
Certified Workshops must operate from certified fixed facilities. Your facility must have:
- Proper containment systems for fuel extraction
- Approved storage for contaminated fuel
- Emergency response equipment
- Proper ventilation and safety systems
- Compliance with all local council requirements
Mobile Operator Requirements
Mobile Operators can be certified but must meet strict requirements and operate under a Compliant Operator license:
- Compliant Operator License: Must operate under a Compliant Operator (cannot operate independently)
- Vehicle Assessment: Each mobile vehicle must be individually assessed and certified
- Initial Certification: $4,000 + GST per vehicle
- Annual Recertification: $2,500 + GST per vehicle per annum
- Dangerous Goods Transport: Must meet all Dangerous Goods transportation requirements for mobile operations
- Waste Tracking: Must properly document waste tracking from point of generation
- Mobile Safety Systems: Comprehensive mobile safety and environmental protection systems
- Documentation Systems: Proper mobile documentation and compliance systems
Note: While mobile operators CAN be certified by USIFDA if they meet strict requirements, there are currently no compliant mobile services that have achieved USIFDA certification. The barriers to certification are extremely high due to compliance verification challenges at variable locations.
Licensing & Insurance
Operators must have:
- Dangerous Goods License: Valid license for transporting and handling contaminated fuel
- Professional Indemnity Insurance: Minimum $2M coverage
- Public Liability Insurance: Comprehensive coverage for operations
- All relevant permits: Council permits, resource consents, and EPA approvals as required
Equipment & Standards
Certified equipment and procedures must meet USIFDA standards:
- Certified vacuum extraction systems
- Proper fuel system flushing equipment
- Component replacement capabilities
- Waste tracking and documentation systems
- Quality assurance protocols
Training & Competency
All staff must be properly trained:
- Hazardous substances handling certification
- Dangerous goods transportation training
- USIFDA protocol training
- Emergency response procedures
- Waste tracking documentation

Certification Process
- Application Submission: Complete and submit the certification application form
- Documentation Review: USIFDA reviews your business documentation, licenses, and insurance
- Site Inspection: On-site inspection of your facilities and equipment
- Compliance Verification: Verification of all regulatory compliance requirements
- Certification Approval: Upon meeting all requirements, you receive the USIFDA Mark
